Summary/Objective
The Program Officer is a strategic leader who drives the Foundation’s mission forward by leading the Community Resiliency Planning Program. This position requires a collaborative and innovative thinker to develop and implement impactful solutions for community resilience, fostering alignment with the Foundation’s overall goals. The Program Officer will play a key role in ideation, program integration, knowledge sharing, and building strong relationships to maximize the program’s impact.
The Program Officer is accountable for the proper and timely execution of the Community Resiliency Planning Program. This position will have overall operational responsibility for all program areas. The Program Officer oversees broad team performance and program goals achievement.
Essential Functions
1. Provide strategic leadership and development to ensure quality programming and alignment to goals and mission.
2. Directly supervise lead team and program staff engaged in a project(s) to guide completion of milestones and proper attainment of committed deliverables within established timelines.
3. Lead operational staff meetings for the different initiatives in scope of assignment.
4. Ensure that the program team complies with deliverables and performance standards.
5. Actively participates and supports other organizational projects and programs.
6. Prepare and deliver presentations to introduce new initiatives for engagement, deliver progress report on established ones and/or support positioning the branding efforts and success milestones for the established projects, thus growing the circle of influence that the FPR attains within the local community, private and public sectors.
7. Responsible for the tracking and documentation of timelines as well as for the preparation presentation and or submittal of standard reports.
Provides management and oversight for all components of the Subrecipient’s scope of services within the WCRP Program, including but not limited to:
Ensures all components, outcomes, activities, and deliverables that are the responsibility of the Subrecipient are provided to PRDOH within the designated timeframe and within budget.
Ensures components, outcomes, activities, and deliverables are high quality and meet or exceed PRDOH expectations.
Monitors and controls resource allocations, ensuring that the Subrecipient has allocated the resources necessary to produce high quality work within the given timeframe.
Monitors and controls budget, timelines, and schedules.
9. Support team and deliverable production by providing guidance on, including but not limited to, evidence-based practices and tools, development of strategies and guides related to scope, capacity building, and provision of Technical Assistance.
10. Proactively identify and develop new program concepts that address critical needs in Puerto Rico and align with the Foundation’s strategic direction.
11. Conduct research and analysis to identify emerging trends and opportunities for Foundation’s intervention.
12. Think creatively to develop solutions that are both innovative and impactful.
13. Collaborate with team members across different initiatives/projects to ensure strategies and activities are complementary and integrated.
14. Effectively translate the Foundation’s strategic priorities into actionable plans.
15. Analyze the impact of programs on the Foundation’s overall strategic objectives.
16. Foster a collaborative and results-oriented work environment within the organization.
17. Build strong relationships with internal and external stakeholders to advance goals.
18. Serve as a knowledge broker between Foundation for Puerto Rico, its collaborators, and the broader community.
19. Synthesize complex information and translate it into actionable insights for program development and implementation.
20. Identify and share best practices within the organization and the philanthropic sector in Puerto Rico.
21. Other duties may be assigned as necessary.

This position is responsible for the direct supervision of the Planning Lead, Project Manager, Grant Manager and the Capacity Building Coordinator.
Position Type and Expected Hours of Work
This is a full time position. Days and hours of work are Monday through Friday, 9:00a.m. to 6:00p.m. Occasional evening and weekend work may be required as job duties demand.
Travel-
Travel throughout the island is required when necessary.
Required Education and Experience
Bachelor’s degree in Business Administration, or related field, previous experience in non-for-profit project management, or related field and a minimum of 6 to 8 years of related experience and/or training; or equivalent combination of education and experience.
Additional Eligibility Qualifications
Excellent Interpersonal skills; Fully Bilingual. Motivated team player who can maintain efficiency and accuracy when multitasking. Capable of developing people. Previous experience with social community engagements. Previous emergency response experience is highly desirable.
